Hajj 2027 government package cost: official prices
On 10 August 2026, Religious Affairs Minister Sardar Muhammad Yousaf announced the official Hajj 2027 government scheme pricing at a televised press conference in Islamabad, under the newly approved multi-year Hajj Policy 2027-2030.

The government scheme has been allocated 107,526 total slots out of Pakistan's national Hajj 2027 quota of 179,210 pilgrims, with the remaining 71,684 slots reserved for the private scheme. Hajj 2027 payment schedule: installment dates
Hajj 2027 government scheme expenses are collected in two equal installments through a fully digitised payment system — a change from the deposit-then-balance structure used in earlier years.

- No cash transactions: the Ministry has abolished paper-based cash collection; all Hajj 2027 payments run through the State Bank of Pakistan's integrated digital payment system for full transparency.
- Private scheme payments: private Hajj 2027 applicants also pay through the Pak Hajj app, but according to the installment structure set by their chosen MoRA-licensed Hajj Group Organiser.
- Missed deadlines: government scheme payments close automatically once a package's quota is filled; applicants who miss an installment window risk being placed on a waiting list for the following year.

Hajj 2027 applications: how the process works
- Pre-registration (completed by most applicants): free registration via hajj.mora.gov.pk or the Pak Hajj app, open since 22 June 2026, using your CNIC or NICOP — no passport required at this stage.
- Scheme selection: pre-registered applicants log back in to choose between the government scheme (long or short package) or the private scheme.
- Add passport details: a Pakistani passport valid until at least 16 November 2027 must be added before proceeding to payment.
- Pay the first installment: 50% of the chosen package cost, from 17 August 2026, via the Pak Hajj app, Hajj portal, or HBL branch.
- Pay the second installment: the remaining 50%, due early-to-mid October 2026.
- Complete supporting documents: vaccination proof and, for many applicants, a government-issued fitness certificate ahead of departure.

Hajj Policy 2027-2030: what's new
Pakistan's federal cabinet approved the country's first-ever multi-year Hajj Policy, covering 2027 to 2030, on 7 July 2026. The reform is designed to give pilgrims more predictability and cut costs through longer-term contracts in Saudi Arabia.
- Multi-year contracts: Pakistan will negotiate three-to-four-year agreements for flights, accommodation, transport, catering and baggage handling in Saudi Arabia to improve cost efficiency.
- Fully digital payments: all Hajj dues now flow through the State Bank of Pakistan's integrated digital system — cash transactions have been abolished.
- No annual re-registration: pilgrims registered under the new policy will not need to re-register every single year going forward.
- Hajj Savings Scheme: a new multi-year savings mechanism is being introduced to help pilgrims plan and pay for future Hajj costs gradually.
- Mahram rule eased: women can now apply without a male guardian, subject to an official undertaking.
- Anti-monopoly protections: quota buying, selling or sub-letting by private operators is banned, and operators must register with the SECP.
- Surplus refunds: any operational surplus left after Hajj concludes is refunded directly to pilgrims.

Documents & preparation for Hajj 2027
- Passport: valid until at least 16 November 2027, required before the paid installment stage — not required for pre-registration itself.
- Hajj visa: a dedicated Hajj visa is mandatory; Hajj cannot legally be performed on a tourist, business or Umrah visa.
- Vaccinations: proof of Quadrivalent Meningococcal Meningitis vaccination is generally required, with COVID-19 and seasonal influenza vaccination sometimes also mandated closer to the season.
